Brazilian Civil Engineer specializing in structures born in the neighborhood of Glória, Rio de Janeiro, whose works on structure and strength of concrete are an international reference. Born in Minas Gerais, at the age of six, he moved to a farm, in Gávea, and always excelled in his studies. Son of engineer Otávio Carneiro, he graduated from the engineering course (1934) at the Polytechnic School of the University of Brazil, now the UFRJ Engineering School. He was an intern at the reinforced concrete calculation office of Emílio Baumgart, where he acquired eclectic knowledge for the calculation of varied structures such as of the building of the Faculty of Architecture of UFRJ, of the Ponte Nova Estrada over the Doce river, of the oceanic interceptor Glória-Botafogo, in Rio de Janeiro etc.
He was a researcher at the National Institute of Technology, INT, for 33 years and one of his most important was the test that became an international reference in determining the tensile strength of concrete of the winds. He started working with experimental concrete dosage (1939), wrote a book called Concrete dosage, edited by the INT (1943), was an alternate federal deputy and congressman only during the period of discussion of the law that created Petrobrás (1951) and presented an experimental dosage method, which became known as the INT Method (1953). His academic production was recognized and requested abroad. He was INT's representative on the Committee of the International Organization for Standardization, ISO, and the International Union of Testing and Research Laboratories on Structures and Materials (RILEM). He worked on the elaboration of Brazilian standards for the calculation of reinforced concrete for the Brazilian Association of Technical Standards, ABNT, and I was the editor of the edition and reporting member of the structural standards commission (1960).

He also served as Brazilian delegate to the European Concrete Committee. As a professor at UFRJ, he coordinated the cooperation contract between the University and Petrobras. Doctor honoris causa from UFRJ, honorable member of RILEM and emeritus researcher at INT. He also received the Bernardo Houssay awards, from the Organization of American States, the OAS, and the Álvaro Alberto awards, granted by the CNPq. Among honors received the Almirante Álvaro Alberto Award for Science and Technology / Engineering Sciences Fernando Luiz Lobo Barbosa Carneiro (1989). He was admitted as a member of the Brazilian Academy of Sciences (1999), which until then was not open to applied sciences such as engineering. He died in Rio de Janeiro, as a result of a stroke. and was married to journalist Zenaide Carneiro for 51 years.
