Globalization does not necessarily imply an improvement in society's living conditions, as poor countries are far from achieving the benefits of globalization. The dependence of underdeveloped countries on developed countries has increased and their serious social problems have not been resolved. The speed of receiving and issuing capital transgresses national borders and attacks the very sovereignty of a nation, making immediate reaction to crises impossible. caused by capital flight, such as that which occurred in Brazil in 1997 due to the economic collapse of Southeast Asia or even in the world economic crisis that began in the year of 2008.

These questions become even more challenging when we conceive of the State as an economic regulator. The ability to (not) manage the information that arises from these new demands of the information society redefines the role of the State, which appears less as a regulator and more as a mediator of issues present in the scenario International. In fact, the forms of regulation are no longer the same, as the State is forced to transform itself, a fact proven by the current configuration of the European Union, where new supranational institutions were created in order to manage an economy integrated.

With respect to productive capital, transnational companies ultimately have support institutions of their host countries and mobilize in order to condition the peripheral countries to their priorities. On the other hand, we observe that the modernization of production, in several situations, ratifies the globalization of losses. The gross increase in production in peripheral countries does not determine local development, it only minimizes the problem of unemployment, shifting part of the population of peripheral countries to little services. qualified. Even the United States, leaders of the world economy, are vulnerable to the effect of unemployment on a global scale, caused by constant transfers from transnational companies that seek to make their production more flexible and direct stages of the production process to others places.

In this way, different adaptations of places are found, which can generate actions towards a better adaptation to transformations, as well as movements of disgust and hatred for the new order current. These reactions range from the spectacle of cultural diversity inherited from centuries of tradition and represented by the most beautiful and varied artistic manifestations to the extreme actions of groups and ethnicities that resume atavistic traditions in defense of an ideal neoconservative. It is in a context of political and economic uncertainties that some types of movements originate separatists and xenophobics, as well as what the West has come to classify as a threat terrorist.

Religious fanaticism, a key part of the al Qaeda terrorist network in carrying out the terrorist attacks of September 11, 2001, offers a model of society where the Moral values ​​are presented as an outlet for maintaining the cultural identity of a nation and an instrument of defense for the challenges that globalization imposes. Not accepting globalization and being bound by traditions does not necessarily have to be related to authoritarianism and violence. It is based on cultural values ​​that society, in different locations, could achieve a new representation of globalization, more human and linked to the interests of its populations.
